the question in the end, is whether what the guy is doing.. is ok to do or is not ok to do.

In my opinion.. it is not. As it might disturb the girl, or unless the girl has equal status in the society to stare you the way it is being done in the film. She can't, you see... you'll be quick to take her as a 'slut'.
